昨日，中国移动通信集团(China Mobile Group)任命集团旗下在港上市公司中国移动有限公司(China Mobile Limited，简称：中移动)首席执行官王建宙，出任集团新设立的董事会董事长，不再担任集团总经理一职。按照用户数量，作为中移动未上市的国有母公司，中国移动通信集团是全球最大的移动运营商。
中国移动通信集团表示，按照政府政策，该集团设立了董事会。
中国移动通信集团在一份声明中表示：“此举将进一步完善国有企业领导体制和治理结构，使公司经营决策更加科学化、规范化。”
不过，中国移动通信集团补充称，中央组织部领导在大会上宣布了中共中央和国务院关于中国移动通信集团公司主要领导的任免决定。
这一人事变动让观察人士对中移动的战略感到困惑，突显出中国国有企业的不透明性。
北京电信咨询公司BDA的董事长邓肯•克拉克(Duncan Clark)表示：“看到这两种文化的重叠十分有趣。”他指的是党和金融市场给国有企业带来的两种相互冲突的结构。
中共中央和国务院任命中国移动通信集团副总经理李跃，接替王建宙担任集团公司总经理。王建宙同时被任命为集团党组书记。
目前尚不清楚，中移动（香港）管理层是否也将调整。
中移动表示，上市公司管理层未发生变动，但拒绝就是否有计划调整予以置评。
观察人士表示，外界认为，现年61岁的王建宙准备退休。分析师称，中移动董事会可能在6月发布中期业绩时，任命李跃接替王建宙出任公司首席执行官。
目前尚不清楚，中国另外两家移动运营商是否将面临类似的人事变动。2004年，中国政府对这三家公司的高层进行了大换班，把王建宙从中国联通(China Unicom)调入中国移动，任命中国移动前副总经理担任中国电信(China Telecom)董事长，将中国电信当时的负责人调入中国联通。
多年来，国资委一直敦促国有企业设立董事会，但企业反应迟缓。国资委隶属于国务院。

China Mobile Group, the world's largest mobile operator by subscribers, yesterday appointed Wang Jianzhou, chief executive of its listed affiliate, to chair its newly-established board of directors and replaced Mr Wang as general manager.
The operator, the unlisted, state-owned parent of China Mobile Limited, the Hong Kong-listed company, said it had set up a board of directors following government policy.
It said in a statement: “This move will further complete the leadership system and governance structure of state-owned enterprises, and make the company's management strategy more scientific and regulated.”
However, China Mobile Group added that the management reshuffle had been decided by the Central Organisation Department of the Communist party and the State Council and announced by party officials.
The reshuffle left observers confused over the strategy, underscoring the opaque nature of China's state enterprises.
“It's fascinating to watch the overlap of those two cultures,” said Duncan Clark, chairman of BDA, the Beijing-based telecoms consultancy, referring to the conflicting structures imposed on state-owned enterprises by the Communist party and by financial markets.
The party and the government appointed Li Yue, the vice-president, to succeed Mr Wang as general manager of the parent company. Mr Wang was also appointed Communist party secretary at China Mobile Group.
It is unclear whether management at China Mobile (Hong Kong) Ltd, the carrier's listed affiliate, will be adjusted.
China Mobile Ltd said the listed company's management had not changed, but declined to comment on whether changes were planned.
Observers said Mr Wang, at 61, was considered ready for retirement. Analysts said the listed company's board might appoint Mr Li to succeed Mr Wang as chief executive when it considers interim results in June.
It is unclear whether similar reshuffles loom at China's other two carriers. In 2004, the government had sent the three companies into a personnel carousel, bringing Mr Wang to China Mobile from China Unicom, appointing a former China Mobile vice-president to head China Telecom, and transferring China Telecom's then head to China Unicom.
The state-owned assets supervision and administration commission of the State Council has been pushing enterprises to establish boards of directors for years, but companies have been slow to respond.
