China Mobile Cites Investigation Of Exec's Conduct

China Mobile Ltd. said Vice Chairman Zhang Chunjiang is being investigated by Chinese authorities for an alleged breach of personal conduct, the latest probe into alleged executive wrongdoing to roil the country's massive state sector.

China Mobile, the world's largest cellular carrier by subscribers, didn't elaborate on the probe.

In a statement Sunday, China Mobile said that Mr. Zhang is suspected by authorities of 'serious personal violations' and that the company 'will closely monitor the situation and will make further announcement when appropriate.'

The Web site of the state-run Xinhua news agency said Saturday that the Communist Party's Central Commission for Discipline Inspection is investigating Mr. Zhang for 'suspicion of serious violation of discipline,' language that is generally code for suspected corruption. The two-sentence report cited a commission official.

A spokeswoman for China Mobile said Saturday that the probe would have no impact on the company's operations. Mr. Zhang couldn't be reached for comment.

Corruption among senior executives has been a consistent problem for the Chinese government in its state corporations, which dominate huge swaths of the economy such as the telecommunications, financial and energy industries.

In August, for example, the government said Kang Rixin, general manager of state-run China National Nuclear Corp., a company spearheading China's expansion of nuclear power, was being investigated, also for serious violation of discipline. And in July, the former chairman of one of China's biggest oil companies, Sinopec Corp., was convicted of accepting close to $28 million in bribes.

Mr. Zhang is also head of the powerful Communist Party committee at China Mobile's state-owned parent, China Mobile Communications Corp., which owns about 74% of the listed company. Party committees have ultimate control over key aspects of state-owned companies' operations. China Mobile's chairman, Wang Jianzhou, is No. 2 on the party committee, although he outranks Mr. Zhang in the corporate hierarchy at both the parent and the subsidiary.

Mr. Zhang joined China Mobile, where he is also an executive director, in June of last year after more than a quarter century in the state telecom sector. In his previous job, chairman of state-owned fixed-line carrier China Netcom Group Corp. (Hong Kong) Ltd., Mr. Zhang helped engineer a corporate-governance overhaul aimed at giving outside board members greater say. Netcom last year was merged into another Chinese telecom company as part of a government restructuring of the sector, which prompted Mr. Zhang's transfer to China Mobile.

China Mobile lists shares on the Hong Kong exchange and American depositary shares on the New York Stock Exchange.
