温家宝:反对任何军事挑衅行为 China's Wen: Against Military Provocations On Korean Peninsula

美国与韩国准备于黄海举行联合军事演习、对朝鲜袭击韩国一处岛屿做出回应之际,中国总理温家宝说,中国反对针对朝鲜半岛的“任何军事挑衅行为”。

朝鲜是中国的亲密盟友。据中国外交部网站周四发布的一则声明,温家宝在访问俄罗斯期间发言时,把当前首尔与平壤之间的僵局称为一种“严峻复杂形势”,呼吁“有关各方应保持最大限度克制”,“国际社会也应多做有利于缓和紧张局势的工作”。

China's premier said it opposes 'any provocative military behavior' on the Korean Peninsula, as the U.S. and South Korean prepare for joint naval exercises in the Yellow Sea in response to North Korea's deadly attack on a South Korean island.

Speaking on a visit to Russia, Premier Wen Jiabao called the standoff between Seoul and Pyongyang, China's close ally, a 'severely complicated situation,' according to a statement posted Thursday on the Chinese Foreign Ministry's website. Mr. Wen called for 'all relevant parties to exercise the utmost restraint,' and said 'the international community should do more work to ease the tension of the situation.'

Mr. Wen's comments, made Wednesday in a meeting with Russian President Dmitry Medvedev in Moscow, largely echoed a Chinese Foreign Ministry statement issued the same day, but did not repeat the ministry's expression of 'pain and regret' over the loss of life. Two civilians and two South Korea marines were killed after North Korea began raining artillery shells on the small South Korean island of Yeonpyeong near the disputed maritime border between North and South.

U.S. President Barack Obama and other foreign leaders have called on China, North Korea's only major ally and benefactor, to restrain its neighbor. But while the Foreign Ministry's statement implicitly acknowledged the damage caused by the North's attack, China has yet to blame Pyongyang for the episode, which has triggered one of the worst crises on the Korean Peninsula since the end of the Korean War in 1953.

Chinese state media reports on the situation have given prominent play to North Korea's assertion that it was provoked into attacking by South Korean military exercises in the area.

Mr. Wen's statement left unclear whether his warning against provocative military behavior referred to North Korea's attack, or to the South Korean exercises Pyongyang claims to have responded to, or to the planned naval drills between the U.S. and South Korea.

The U.S. and South Korea announced on Wednesday that the USS George Washington, an aircraft carrier, would conduct exercises with the South Korean navy on Sunday in the Yellow Sea, which sits between the Korean Peninsula and eastern China. A Pentagon spokesman said the exercise was meant to be a deterrent to North Korean attacks, but he also said it was previously planned, and not directly related to the North Korean attack.

China hasn't yet explicitly responded to the announcement of the planned drills, although it angrily objected to plans for a previous round of U.S.-South Korea naval drills in the Yellow Sea over the summer. U.S. officials at the time pointed out that the U.S. Navy has conducted drills in the Yellow Sea for years.
