3Q大战:腾讯与奇虎均遭官方批评 Tencent-Qihoo spat triggers investigation from watchdog

 

中国政府正在调查腾讯(Tencent)及其国内竞争对手奇虎360(Qihoo 360)的竞争行为。按市值计算,腾讯是全球第三大互联网企业。

中国工业和信息化部周日晚间宣布的此举表明,这两家公司之间近期发生的一场令人瞩目的争吵,已促使北京方面在全球网民最多的互联网市场更积极地执行公平竞争法规。

腾讯与奇虎360的纠纷始于今年9月,中国领先的杀毒软件开发商奇虎360指控腾讯的即时信息工具QQ扫描用户的计算机以获取私人数据。QQ为腾讯带来逾6亿活跃账户,构成腾讯的顾客基础。

腾讯则称奇虎360的某些应用软件是恶意软件。本月,腾讯作出回应,试图迫使QQ用户不再使用360安全卫士。

该公司不让那些在自己的计算机上安装了360软件的顾客登入某些QQ服务。

在互联网用户提出批评、工业和信息化部部长李毅中发出警告后,两家公司上周均已开始缓和了公开指控的语调。

但工业和信息化部周日对两家公司提出严厉批评,称其“采取不正当竞争行为,甚至单方面中断对用户的服务,影响了用户的正常业务使用,引起用户不满,造成了恶劣的社会影响”。

工业和信息化部责令两家公司在五个工作日内向社会公开道歉,妥善做好用户善后处理事宜。

此外,该部将会同其它政府部门,调查两家公司是否违反了相关法律。

政府声明发布后不到两小时,腾讯就向受到事件影响的用户作出道歉,并表示将配合调查。

该公司表示,通过介入和调停,政府帮助阻止了一场大规模的互联网安全事件。

记者一时联系不上奇虎360请其置评。

腾讯上周告诉投资者,逾6亿QQ用户中,有2000万受到了该公司拒绝提供某些服务的影响,但受影响的用户人数已降至500万,显示其余用户已选择卸载360软件,转向其它杀毒软件提供商。

不过腾讯表示,有必要修复公司形象所受的损害。

The Chinese government is investigating Tencent, the world’s third-largest internet company by market capitalisation, and Qihoo 360, a local rival, over their competition practices.

The move by the Ministry of Industry and Information Technology late on Sunday indicates that a recent high-profile spat between the two companies has prompted Beijing to enforce more actively fair competition in the world’s largest internet market by users.

The dispute between Tencent and Qihoo 360 started in September, when Qihoo 360, the company behind China’s leading antivirus software, accused QQ, the instant messaging tool that forms Tencent’s customer base with more than 600m active accounts, of scanning customers’ computers for private data.

Tencent, in turn, has called some of 360’s applications malware. It reacted this month by trying to force QQ users to drop 360 antivirus software.

The company denied those of its customers who also have the 360 software on their computers the log-on for certain QQ services.

Both companies had started toning down their public accusations last week following criticism from internet users and a warning from Li Yizhong, minister of industry and information technology.

But the MIIT on Sunday issued a sharp rebuke to both companies, saying their “improper competition, and even unilateral termination of services, had an impact on customers’ normal use of services, triggered users’ dissatisfaction and created a negative effect on society”.

The ministry ordered both companies to apologise to the public and settle remaining issues related to the incident for customers within five working days.

Separately, it would, with other government departments, investigate whether either company had violated related laws.

Within two hours of the government’s statement, Tencent issued an apology to users who had been affected by the incident and said it would co-operate with the investigation.

The company said the government had, by stepping in and mediating, helped prevent a large-scale internet security incident.

Qihoo 360 could not immediately be reached for comment.

Tencent told investors last week that 20m of its more than 600m QQ users had been affected by its move to deny certain services, but the number of affected users had dropped to 5m – indicating that the rest had chosen to uninstall 360 and switch to other antivirus providers.

However, Tencent said it saw the need to repair the damage to its corporate image.
